Fake pics on memorials?

Hi, I dont know if im posting in the right place, but i have just come across a memorial of a still born little girl, only the photo n there is does not belong to the creator, its not a photo of their child. Its not even a baby girl. I'm not saying that the memorial is fake, just that i find it disturbing that they have taken someone elses photo and passed this off as their child. Can something please be done about this
